Each year, our Legislative Affairs Committee surveys members concerning the top legislative issues affecting our business environment. These results are compiled into a legislative agenda, which is then approved by the Board of Directors. This year, the Chamber is pleased to continue working with the Access Point Public Affairs team as they advocate for these priorities during the 2025 Virginia General Assembly session.

Part of our mission at the GWCC is to advocate for our members and help create an environment where businesses can grow and succeed. Our Legislative Affairs Committee plays a vital role in this effort through its work during the Virginia General Assembly.

2026 Legislative Priorities

PRIORITIES

Support initiatives that expand dual enrollment and CTE, enabling students to graduate with industry-recognized credentials or an associate’s degree.

  • Strengthen labs and equipment to reflect industry standards and prepare students for high‑demand fields.

  • Expand paid internships, apprenticeships, and cooperative education with employer incentives and clear, practical liability guidelines.

Strengthen Career and Technical Education (CTE) Pathways

  • Support incentives for employers to offer student loan repayment, relocation bonuses, and early‑career training.

  • Streamline licensure recognition across states to reduce barriers to employment.

  • Support investment in affordable childcare programs to improve workforce participation.

Support Policies that Attract and Retain Young Professionals

  • Support robust state policies and resources to increase the availability and affordability of a wide range of housing options to meet the needs of Virginia’s growing population and workforce.

  • Expand state incentives and programs that promote housing development and redevelopment efforts within communities.

  • Expand first‑time homebuyer assistance programs to make housing more attainable for young professionals.

Expand Access to Affordable Housing for Virginia’s Workforce

  • Strengthen job training and educational opportunities to support re-entry into the workforce.

  • Support veteran and displaced workers transition programs that translate military experience into civilian credentials.

Strengthen Workforce Pathways for Veterans and Displaced Workers

  • Protect Virginia’s Right-To-Work law as a cornerstone of the Commonwealth’s pro‑business environment.

  • Protect against measures that would increase the burden of excessive litigation and diminish Virginia’s competitive position.

  • Ensure thoughtful consideration of sales taxation changes to protect Virginia’s competitiveness and minimize burdens on employers.

Maintain a Business-Friendly Climate

  • Support and expand technical assistance programs and access to capital for entrepreneurs, including first time founders and small business owners entering or growing in new industries.

  • Ensure procurement processes are simplified and small business set‑asides expanded in state contracts.

Enhance Access to Capital and Support for Small Businesses

  • Support sustainable, long‑term funding strategies for critical transportation priorities that recognize the ongoing pressures of state and federal budgets.

  • Ensure transportation investments and allocation mechanisms are fair, equitable, and responsive to regional needs.

  • Promote policies that expand mobility and access to employment, education, and commerce through a safe, reliable, and efficient multimodal system, including public transit.

  • Prioritize the timely implementation of the third train to Williamsburg and Newport News, crucial for regional connectivity and economic growth.

Invest in a Safe, Reliable, Efficient, Multimodal Transportation Network to Meet Workforce Needs

  • Support sustainable, long‑term funding strategies for critical transportation priorities that recognize the ongoing pressures of state and federal budgets.

  • Ensure transportation investments and allocation mechanisms are fair, equitable, and responsive to regional needs.

  • Promote policies that expand mobility and access to employment, education, and commerce through a safe, reliable, and efficient multimodal system, including public transit.
